The United Arab Emirates Maritime Pre-load Cargo Information programme enters full enforcement on 1 October 2026, ending an industry transition period that began in July 2025. All cargo destined for, transiting through or transhipping via UAE must comply with National Advance Information Centre requirements. The transition period was extended from an initial 31 March deadline.

Filing requirements and deadlines#

Shipping lines and freight forwarders must submit cargo details to the National Advance Information Centre before a vessel leaves the loading port. Required information includes shipper and consignee details, a six-digit HS Code for direct or non-consolidated Bills of Lading, accurate container and seal numbers, and a clear cargo description. For House Bills of Lading, freight forwarders and NVOCCs must submit their filings no later than 24 hours prior to cargo loading at the final foreign port of call before UAE arrival. The parent bill reference must cite the corresponding Master Bill of Lading number in each House Bill submission. Missing, incomplete or inaccurate shipment information may result in Do Not Load instructions, cargo holds, loading restrictions or regulatory penalties.

Party ID and registration process#

Shipping Instructions must contain either an MPCI Code or a Party ID. Registered economic operators receive a Party ID, a category that includes shipping lines, freight forwarders and agents. Entities operating without a code are required to register once via the NAIC portal. Filing can be done through direct integration with NAIC for shipping lines only, or through an accredited service provider for all filers. ODeX is one of the accredited service providers.

Authority response and operational status#

The National Advance Information Centre issues one of three decisions after submission: acceptance, request for information or do not load. Containers that are rejected cannot be loaded on to the ship. Where a House Bill filing has not been completed, the corresponding Master Bill of Lading may be held in Pending Sub-Filing status, and the container linked to that bill may be withheld from loading approval. When a ship arrives at a UAE port, the existing process of submitting details to local port and customs authorities remains in place. The NAIC stated that certain enforcement measures will continue to be introduced progressively to provide stakeholders with additional time to enhance operational readiness and align their processes with the programme requirements.
